Penalties and turnovers did in Arizona State here in Provo, Utah, Saturday night. Sixteen accepted penalties by the Cougars took down the undisciplined Sun Devils 27-17 in front of a near-capacity crowd at LaVell Edwards Stadium. The 16 flags were the most in a game by an Arizona State team since 2006. The Sun Devils also turned the ball over four times in a forgettable performance.
